    The speech of the Chief Justice of the Supreme Court Gvido Zemribo on January 24 and February 6, 1991 in New York

    When New York Committee of Lawyers of Human Rights had invited me to visit the USA, I had only one thought in my mind: to tell about our ideas, how we would like to reform our court system in Latvia. Unfortunately, circumstances are stronger than our plans. If democracy in Latvia dies, we won’t need neither courts, nor reforms of law. When I went to the USA during my previous visits, I usually told one word, and other nine I had kept in my mind (we, judges, all over the world are a bit conservative). But today I will tell you everything, what I really think of situation in Latvia, of historical, political and juridical aspects of these events.
