The Chief Justice of the Supreme Court of Latvia Ivars Bickovics
15th of October, 2010
Honourable colleagues and guests! I welcome you in conference organised jointly by the Supreme Court and the Faculty of Law of the University of Latvia!
This year has been historically significant for the Supreme Court, as well as for all Latvia state. In spring we celebrated 20th anniversary since on the 4th of May, 1990, the Supreme Council of Latvia adopted declaration “On restoration of Independence of the Republic of Latvia”. One of the first tasks of state restoration was creation of Latvia’s court system, and already on 16th of May, 1990, the Supreme Council approved the Chief Justice of the Supreme Court of the Republic of Latvia and in June – new composition of judges of the Supreme Court. The Supreme Court not only changed its name, but also informatively became a carrier of one branch of power of independent Latvia’s state – the judiciary and the highest court instance.

I would like to express satisfaction and to thank all dear guests of the Conference. In all entire history of Conferences of judges of the Republic of Latvia this is unprecedented case, when there is so great number of guests and, what is more important, that in speeches of guests there were understanding and desire to understand and solve problems of court system. In present situation that is difficult for everyone in Latvia, it is important. Delicate mechanism called court system it is easy to injure and stop, but elimination of consequences is will take long time and it will be expensive also.
