The Supreme Court is the central institution of the state. The Chief Justice, in addition to his or her judicial duties, is also responsible for the administration and management of the Supreme Court. For that purpose, a new structural unit – the Administration of the Supreme Court – has been created on January, 2005.
The Chief justice of the Supreme Court hires and also fires the head of the Administration.
Since November 3, 2008 the Head of the Administration is Sandra Lapina.
The Administration of the Supreme Court includes five divisions – The Division of the Human Resources, The Division of the Document Administration, Division of Communication, Division of Informatics and Division of Finance. Administration provides management of finances, looks after material and technical finances, organizes management of personnel and training, organizes record keeping, provides communication with society and international cooperation.
Funding for the Supreme Court is provided by a separate item in the Latvian state budget. The Court accounts for its use of the funds to the Ministry of Finance, to the State Treasury and to the State Auditor.
The Supreme Court’s budget is Ls 2 387 236 in 2010, it was Ls 3 160 463 in 2009.
As of the beginning of 2010, there are 46 judges of the the Supreme Court, whose remuneration is regulated by Section 20 of the Law „On Judicial Power”, and 109 employees, what has been determined according to Rulings of the Cabinet Nr. 1651 of December 22, 2009, ”Rulings about remuneration, levels of qualification and procedure of their establishment of officials and employees of government and municipal institutions”.
