On February 28, the State President Valdis Zatlers accepted the oath of Kalvis Torgans confirmed in the position of the Supreme Court judge by the Saeima (Parliament).
K. Torgans was born in 1939, he is the Doctor of Law, Professor of the Department of civil Law of the University of Latvia, the full member of the Academy of Sciences of Latvia. K. Torgans is the author of 178 scientific publications and books, co-author and scientific editor of the commentaries to the Civil Law and the Civil Procedure Law. He has led implementation of several grants and programs, at present he leads the implementation of the program on application and improvement of the Latvian private law within the framework of the European Union.

To analyze the practice of the application of punishment, the Supreme Court in cooperation with the scientists in criminal law has accomplished an extensive study on the application of punishment in cases related to drugs and sexual assault. On April 25, the Supreme Court organizes a conference where this study will be presented, it will discuss the problems of the application of punishment, the development of a uniform court practice and the adequacy of the sentence to its goal.

On February 15, the Chief Justice of the Supreme Court Andris Gulans had a meeting with the new Ambassador of the United States of America Charles W. Larson.
Both the officials noted the previous successful and fruitful cooperation of the US Embassy and the Supreme Court and discussed the possibilities of further cooperation. A. Gulans expressed appreciation for the contribution of the American state officials, judges and other lawyers in strengthening the law system of Latvia and noted the most significant events of the last years – the conference organized by the Supreme Court and the American Bar on the issues of judicial ethics, and the international law conference organized last year together with the US Embassy and the Ministry of Justice, as well as the visit of the judge Samuel Elito of the US Supreme Court in the Supreme Court. Ch. Larson evaluating the successful relations expressed satisfaction that the Chief Justice of the Supreme Curt himself had a chance to visit USA, participate in international conferences and study the experience of the courts of different instances.

On February 14, the Saeima (the Parliament) confirmed Kalvis Torgans and Rudite Vidusa in the position of the Supreme Court judges without the limitation of term.
75 parliamentarians voted for the confirmation of Torgans, 0 were against, and 0 – abstained. Vidusa was confirmed with 72 votes for, 1 – against, 1 – abstained.

An electronic system of case circulation (ESCC) has started functioning in the Chamber of Civil Cases of the Supreme Court which allows to follow the case filed with the Chamber of Civil Cases at any stage of its movement until it is submitted to the chancery after being reviewed. If the new system proves to be efficient and convenient, it is possible that the experience of the Chamber of Civil Cases is taken over by other structural units of the Court, as well.

On February 7, the Legal Commission of the Saeima (Parliament) accepted the promotion of two nominees – Kalvis Torgans and Rudite Vernusa - to the position of a judge of the Supreme Court.
Professor of the University of Latvia, Department of Civil Law, habilitated Dr. jur. Kalvis Torgans is one of the most distinguished Latvian scientists in the field of civil law and civil procedure law.
K. Torgans works in the University of Latvia since 1962, he has held the position of the Dean of the Faculty of Law, Chief of the Department of Civil Law. He is the Chairman of the Board of the Faculty of Law of the University of Latvia, a member of the Promotion Commission in Law of the University of Latvia, and the Chairman of the Council of Professors in Law of the University of Latvia. Since 1997, K. Torgans is a full member of the Latvian Academy of Sciences and one of the three lawyers who have been elected academicians of the Latvian Academy of Sciences.

On February 7, seven newly admitted attorneys gave their oath to the Chief Justice of the Supreme Court Andris Gulans.
The Chief Justice of the Supreme Court asked the new attorneys to remember what they promised and to follow it in their further professional activities as the oath contains significant words to work with respect to the country, society, judiciary and their clients. As today, by the Chinese calendar the New Year sets in, A. Gulans with a smile mentioned this coincidence and as it is done in the New Year, he wished them to start the new stage of their lives with good thoughts and good works. The attorneys in their activities will have to face different situations, and A. Gulans wished them to find such solutions regarding them that there the positive prevails.

On February 1, the Plenary Session of the Supreme Court confirmed Jānis Neimanis in the position of a senator of the Department of Administrative Cases. On December 13, he was appointed to the position of a judge of the Supreme Court by the Saeima (Parliament), and on January 30, Jānis Neimanis gave oath to the State President. Under the law “On Judicial Power” the competence of the Plenary Session of the Supreme Court is to confirm a judge in a specific department or chamber of the court.

On February 1, the Plenary Session of the Supreme Court was symbolic to a certain extent because it was the first one for the youngest Latvian senator Janis Neimanis and the last for the oldest senator Roberts Guntis Namatēvs.
The Saeima (Parliament) sustained the release of the senator Roberts Guntis Namatēvs of the Supreme Court from the position because the law “On Judicial Power” states the age limit for judges – 70 years, with a possibility to prolong it up to 75 years. The term of office of Namatevs was prolonged, however, on February 3 he becomes 75.

On February 1, the Plenary Session of the Supreme Court reviewed the application of the senator Zigmants Gencs to receive certified copies of the minutes and decisions of the Plenary Sessions of September 17, 2007, and December 19, 2007. It is indicated in the application that he will use them for submission to the European Court of Human Rights. In the Plenary Session, speaking about his application, Z. Gencs expressed a probability that he could also use them for other purposes, for example, for writing memoirs some day.
