In the 19th anniversary of the barricades of 1991, the award of the State of Latvia – the Mark of Memory of Participants of Barricades received present and former employees of the Supreme Court – Inta Kirse, Biruta Puke, Valdis Straume and Anda Straume.
The judge Andrejs Lepse, who was the leader of the group of Popular Front in the Supreme Court, has also been awarded with the medal.
In January 1991, when people from all regions of Latvia came to Riga by buses and heavy agricultural mechanics and made barricades to defend the legally elected Supreme Board of the Republic of Latvia and government of Latvia that had not been yet admitted by foreign countries, the Supreme Court was located in the part of the building, in which Riga regional court is located now. Fortification around the building was especially important in strategic meaning, as the government was located in the same building also that time.

On January 25, the judge of the Administrative regional court Maris Vigants starts to execute duties of the judge in the Chamber of Civil Cases. The Chief Justice of the Supreme Court assigned Maris Vigants temporarily replace the vacancy of the judge in the Chamber of Civil Cases in an order established by the Part 2 of Paragraph 79 of the Law “On Judicial Power”.
The Paragraph mentioned states that for the time of vacancy or temporary absence of the judge of the Chamber, the Chief Justice of the Supreme Court can assign the Honoured Judge of the Supreme Court of the judge of regional court to replace him, if this persona has given written agreement or by the suggestion of Judicial Qualification Committee.
According to the decision of Saeima, the number of attested judges in the Supreme Court is 53, but at present there work only 45 judges in the Supreme Court. Taking into account the significant accumulation of civil cases, it is necessary to increase number of judges in Chamber of Civil cases immediately. 13 judges are intended to work in the Chamber of Civil Cases, but up to now there have worked only 11.

January 22 will be the last work day in the Supreme Court for the judge Eduards Pupovs. Today Saeima has made a decision to release him from the post of the judge of the Supreme Court, as he reached maximum age of judge established by the law – 70 years.
Eduards Pupovs has worked in system of justice since 1970. He was investigator, assistant to prosecutor, the judge, and also the Chair of the Court of Kurzemes district of Riga and court of present Latgales district of Riga; he was the director of the Department of district (city) courts of the Ministry of Justice. In 1994 Eduards Pupovs was elected for the post of deputy of the Chair of Riga regional court and the Chair of the Judicial Panel of Criminal Cases.
Since 1997 Eduards Pupovs has worked as the judge in the Chamber of Criminal Cases of the Supreme Court.
He has been awarded with Mark of Distinction of the Ministry of Justice of III tier. In a voting of the staff of the Supreme Court in 2009 Eduards Pupovs received Themis Award in nomination “The Judge of the Year”, but, while terminating his work – the Writing of Acknowledgement of the Supreme Court.

The Board of professors of Faculty of Law of University of Latvia on January 19, for the post of associated professor in field of national law has elected Doctor of Law, the Senator of the Department of Administrative Cases of the Senate of the Supreme Court Jautrite Briede.
The senator Briede in 2006 at University of Latvia has gained the degree of Doctor of Law in field of national law. She is one of founders of system of administrative proceedings in Latvia and one of recognised specialists in the field of administrative proceedings and administrative law, scientific editor of comments to Administrative Procedural Law, the expert of Academy of Sciences in field of law.
Jautrite Briede has worked at the Faculty of Law of University of Latvia since 1995. From 1999 till 2004 she is a founder and first director of the Centre of Legal Assistance and Practice of the Faculty of Law of University of Latvia, she has worked out several courses of instruction and programmes in a field of administrative law, administrative proceedings, comparative administrative law and legal assistance. At present the senator reads several courses at the Department of Sciences of National Law, she was the adviser for more than 50 Master Papers and 2 Doctor Papers.

The Constitutional Court initiated the case about procedure of formation of the budget of President’s Chancery, the Supreme Court, the Constitutional Court, the Government Control and Ombudsman’s Office.
The case is initiated to application of the Government Control, in which there has been stated that at present the Cabinet can change requirements about the budget of independent institutions without approval of institutions. The Government Control considers this procedure to be incongruous to principle of division of power and it endangers financial and functional independence of independent institutions.
The Supreme Court supports the application of the Board of the Government Control and believes that special status should be established for independent institutions and financial independence should be provided. On October 8, 2009, the Plenum of the Supreme Court was summoned, during which it was decided to call Saeima and the Cabinet to provide financial analysis of the budget of the Supreme Court in the same procedure as it was established for financial analysis of the budget of Saeima, it is, to state that application for the budget can not to be amended before submitting of the draft law of the budget to Saeima without agreement of the submitter of application.

The Supreme Court of the Republic of Estonia celebrates 90th anniversary since its foundation, The Chief Justice of the Supreme Court Ivars Bickovics and the Chair of the Constitutional Court Gunars Kutris also went to ceremonies.
The festive ceremony takes place today in University of Tartu, and representatives of System of Justice of Estonia, and also heads of Supreme and Constitutional Courts of other states are invited to it. Then the reception of the Chief Justice of the Supreme Court of Estonia Mart Rask (Märt Rask) follows.
The history of the Supreme Court of the Republic of Estonia is similar to the history of the Supreme Court of the Republic of Latvia.
The Law of the Republic of Estonia “On Public Justice” was accepted on October 21, 1919, and first session of the Supreme Court took place on January 14, 1920, in the Town Hall in Tartu. This day is considered to be a beginning of activity of the court. In 1935 the Supreme Court was moved to Tallinn.
On December 31, 1940, the Soviet rule terminated the activity of the Supreme Court of the Republic of Estonia, judges received orders of dismissal. Several judges were arrested.

During charity campaign that took place in the Supreme Court in December, judges and employees donated 481LVL, and they have been given to children’s home Tiskadu in Rezekne district.
In children’s home there live 63 children from 2 till 18 years of age. There are also children with serious diseases among them. The rehabilitation centre has been created for their recreation, and money donated by judges and employees of the Supreme Court will be used for creation of this complex.
The tradition of Christmas charity campaign started in the Supreme Court in 2002, when donations of employees of the court – books, toys, writing materials and children’s clothes – were collected during the total campaign organised by Latvian Television Company. During following years the court, according to recommendations of Latvian Children’s Fund, supports concrete children’s institutions, transferring money donated to their accounts. Donations of judges and employees of the Supreme Court have been received by children of special boarding school in Rudzate, children’s home in Ergeme, centre of children social rehabilitation „Musmajas” in Kraslava, Centre of children and family „Rukitis” in Saldus, boarding school of sanatorium type in Raiskums and basic boarding school in Pelci.
