Last year, 2009, was tense and hard for the Supreme Court both due to cases received and reviewed, and also due to decrease of the budget for 25% that influenced operation and development of the Supreme Court – such conclusion was made at the plenum of the Supreme Court on March 5.

On Friday, March 5, at 10:00 a.m. the plenum or the general session of judges of the Supreme Court, in which work of the court in year 2009 will be analysed and evaluated.
Statistical data that is available also in the chapter “Statistics” in the home page www.at.gov.lv, show that in 2009 in litigation of the Supreme Court there were 6687 cases. There have been reviewed two thirds or 74% of cases in the Senate, and in chambers – 51% of cases. The rest of cases pending by the end of the year in the Supreme Court was 2468 cases. Each year work load of judges of the Supreme Court increases: ten years ago number of cases reviewed for one judge in average was 60 cases, in 2004 – 84 cases, but in 2009 – 100 cases.
However, the last year was hard for the Supreme Court also in a financial meaning. Financing given – LVL 2 843 067 – was 25% less than in previous year, number of judges was insufficient, one of the main functions of the Supreme Court – creation of judicature – could not be executed in necessary volume.

In 2009 in litigation of the Supreme Court there were 6687 cases. Summarized statistical data shows that there have been reviewed two thirds or 74% of cases in the Senate, and in chambers – half or 51% of cases. The rest of cases pending by the end of the year in the Supreme Court is 2468 cases.
Each year work load of judges of the Supreme Court increases. Ten years ago, in 1999, number of cases reviewed in average 60 cases, in 2004 – 84 cases, but in 2009 each judge of the Supreme Court had reviewed in average 100 cases. This index, as well as average term of review of the case, is different in every department. Thus, for example, in the Department of Criminal Cases of the Senate average term of review of the case is 0.6 months, and in the Chamber of Criminal Cases it is 7.5 months.

Since 1st of March duties of the judge in the Chamber of Criminal Cases of the Supreme Court will be executed by the judge of Riga regional court Daina Treija. The Chief Justice of the Supreme Court instructed ex-Chair of Judicial Panel of Criminal Cases of Riga regional court temporarily – not longer than for two years – to replace vacancy of the judge in the Supreme Court.
Part 2 of Paragraph 79 of the Law “On Judicial Power” states that for the term of vacancy or temporary absence of the judge of the chamber, the Chief Justice of the Supreme Court can instruct Honoured Judge of the Supreme Court or judge of regional court to replace him.
Positive resolution has been given to Daina Treija to replace vacancy of the judge of the Supreme Court by the Judicial Qualification Committee.
