    The Disciplinary Court has been formed in the Senate; Peteris Dzalbe has been elected for the post of its Chair

    For the first time in the history of Latvian courts there has been created a Disciplinary Court. It is an institution that will evaluate rule of law of decisions of the Judicial Disciplinary Committee appealed. On August 30, the Plenary Session of the Supreme Court elected in the composition of the Disciplinary Court senators of the Department of Civil Cases of the Senate Aldis Lavins and Marite Zagere, senators of the Department of criminal Cases of the Senate Peteris Dzalbe and Anita Nusberga and senators of the Department of Administrative Cases Andris Gulans and Normunds Salenieks.
    The senator Peteris Dzalbe has been approved for the post of the Chair of the Disciplinary Court.

    The senator Inara Garda has been elected to the Board of Justice as a representative of the Supreme Court

    On August 30, the Plenary Session of the Supreme Court in secret ballot elected the senator Inara Garda as the representative of the Supreme Court in the Board of Justice.

    Ex-Chairs of the Department of Criminal Cases of the Senate and the Chamber of Civil Cases stay in their posts; new Chair has been elected in the department of Civil Cases of the Senate

    On August 30, the Plenary Session of the Supreme Court repeatedly elected Pavels Gruzins for the post of the Chair of the Department of Criminal Cases of the Senate and Gunars Aigars – for the post of the Chair of the Chamber of Civil Cases for the term of five years. 29 of 36 present judges voted for the candidacy of Pavels Gruzins, and 30 – for Gunars Aigars.
    Valerians Jonikans was dismissed from the post of the Chair of the Department of Civil Cases of the Senate of his own free will because of the state of health. By votes of 28 judges the senator Zigmants Gencs was elected for this post.

    The Chief Justice of the Supreme Court accepts the vow of the bailiff of Zemgales regional court

    Zane Trasune has been appointed for the post of bailiff of Zemgales regional court. In order to start to execute work duties, new bailiff gave a vow to the Chief Justice of the Supreme Court.
    The Chief Justice of the Supreme Court Ivars Bickovics wished to the new bailiff success in work and stressed the role of bailiffs in court system. “All litigation hadn’t had a value at all, if there wouldn’t have been a practical execution of the court sentence”, said the Chief Justice, indicating that in many court cases execution of the sentence depends on professional work of the bailiff.

    The Disciplinary Court, representative of the Board of Justice and Chairs of the department and the chamber will be elected in the Plenum of the Supreme Court

    On Monday, August 30, the Plenum of judges of the Supreme Court has been summoned. In general session of judges it is necessary to elect representatives of institutions of judicial self-government and heads of structural units.
    In the Plenum it is necessary to elect one representative of the Supreme Court for a new institution of the court system – the Board of Justice, creation of which has been established by amendments in the law “On Judicial Power”, adopted on June 3, 2010. Chief Justice of the Supreme Court presides over the Board of Justice. Constant members of the Board of Justice are the Chair of the Constitutional court, the Minister of Justice, the Chair of Juridical Committee of Saeima, General prosecutor, the Chairs of the Board of Sworn Advocates, the Board of Sworn Notaries and of the Board of Sworn Bailiffs. Also in composition of the Board of Justice there are one judge elected by the Plenum of the Supreme Court and six judges elected by the Judicial Conference.

    Vesma Kakste temporary returns to the Supreme Court

    The senator of the Department of Administrative Cases of the Senate Normunds Salenieks has suddenly prolonged his temporary absence till October 20, 2010, so since today till October 20 the judge Vesma Kakste has returned to the Supreme Court in order to continue to replace the senator.

    The Disciplinary Court will be created in the Senate of the Supreme Court

    In order to evaluate rule of law of decisions of the Judicial Disciplinary Committee, in future in the Senate the Disciplinary Court will be called. On august 30, there will be a Plenum of the Supreme Court, in which members of the Disciplinary court will be elected.
    Amendments in the law on Disciplinary responsibility of Judges that have come into force on August 1, define a composition of the new institution, and also make changes in the composition of the Judicial Disciplinary Committee.
    In the future, in composition of the Judicial Disciplinary Committee there will be no Chief Justice of the Supreme Court, but the Chair of the Judicial Disciplinary Committee will be the deputy of the Chief Justice of the Supreme Court. In composition of the Committee there will be also four judges of the Supreme Court, two Chairs of regional courts, two Chairs of district (city) courts and two Heads of departments of land books. Members of the Judicial Disciplinary Committee are elected in open vote in the Conference of judges, for the term of four years.

    The judge of the Supreme Court will not be younger than 40 years

    Minimum age of the judge of the Supreme Court can be 40 years, maximum age, having received prolongation of term – 72 years. It has been established by amendments in the law “On Judicial Power” made on June 3, which came into force on August 1.

    The Board of Justice will decide about prolongation of term of office and replacement of judges of the Supreme Court; opinion of the Board will be requested also upon other questions

    Further, the total number of judges of the Supreme Court will be established by Saeima, according to a suggestion of the Board of Justice. In its turn, the Board of Justice will decide on number of judges working in the Senate and Chambers, upon the suggestion of the Chief Justice of the Supreme Court. Such procedure has been established by amendments in the Law “On Judicial Power”, which were accepted on June 3, and today have come into force.

    Amendments in law, establishing creation of the Board of Justice, have come into force

    In Latvia there has been created a new institution of judicial system – the Board of Justice. Today amendments in the law “On Judicial Power”, accepted by Saeima on June 3, came into force, and they establish creation of such collegiate institution that takes part in work out of policy and strategy of judicial system, and also in improvement of organization of work of judicial system.
    The Chief Justice of the Supreme Court will be also the Chair of the Board of Justice. The Chair of the Constitutional court, the Minister of Justice, the Chair of Juridical Committee of Saeima, General prosecutor, the Chair of the Board of Sworn Advocates, the Chair of the Board of Sworn Notaries and the Chair of the Board of Sworn Bailiffs will be constant members of the Board of Justice. Among members of the Board of Justice there is a judge elected by the Plenum of the Supreme Court and six judges, elected by the Conference of Judges.
