Aiva Zarina, the judge of the Chamber of Civil Cases has received the highest award of the Supreme Court – the title of the Person of the Year and Themis Award 2010. She has worked as the judge for 45 years, and, inter alia, she has worked in the Supreme Court for 15 years.
“She is knowing, responsible, fair, humane – it is a characterisation of an ideal judge”, colleagues said while directing Aiva Zarina for the title of the Person of the Year. Colleagues admired her confidence to work and ability to endure work load of the judge during so long time, keeping lively mind and cheerful view to life. Aiva Zarina was characterised as a professional, competent, erudite, respected among colleagues, which was active not only upon issues related to work duties. While directing Aiva Zarina for the main nomination of the Supreme Court, the fact was also evaluated that the judge received a state award – an Order of Three Stars, in 2010.

In December, five new judges started work in the Supreme Court. On Monday they got acquainted with colleagues and received a symbolic work instrument – judge’s gavel.

Days of first-year students of this year have ended on the 15th of December, with visit of first-year students of College of Law in the Supreme Court. During these days, 13 groups of students, in total approximately 350 students from the University of Latvia, Riga University named by P.Stradins, Business high school Turiba, Rezekne High school, Riga Graduate School of Law, College of Law and Ogre professional technical school visited the Supreme Court.

Today, Saeima in secret vote didn’t approve appointment of Andrejs Judins for the post of the judge of the Supreme Court. Forty parliamentarians voted for appointment of A.Judins in the post of the judge, twenty-seven voted against, and twenty-two – abstained from voting, thus, his candidature was rejected.
Ivars Bickovics, the Chief Justice of the Supreme Court, refused to comment on decision of the Saeima in relation to Andrejs Judins. It is the decision of the Saeima, and the Supreme Court assumes it for its cognizance.

Today, on the 16th of December, the Saeima approved Daina Treija and Vesma Kakste in the post of a judge of the Supreme Court. 86 parliamentarians voted for Daina Treija, nobody voted against or refrained from voting; however, 88 parliamentarians voted for Vesma Kakste, and one parliamentarian refrained from voting.

Draft laws “Amendments to the Law on Remuneration of State Officials and Employees of Public and Municipal Institutions” and “Amendments to the Law on Judicial Power”, supported by the Cabinet providing inclusion of judges in unified salary system are hidden disinclination to execute verdict of the Constitutional Court. It has been stated by senators of the Department of Criminal Cases of the Senate of the Supreme Court in letter of response to Solvita Aboltina, the Chair of the Subcommission on Court Policy of Legal Commission of the Saeima (the Parliament).

As from today, the 8th of December, Normunds Salenieks, the senator of the Department of Administrative Cases of the Senate is appointed for the post of the senator of the Department of Civil Cases of the Senate. Such decision was made on the 26th of November, in general meeting of senators of the Department of Civil Cases.

The Council of Justice doesn’t support draft laws of amendments to the Law on Remuneration of Officials and Employees of State and Municipal Authorities, the law “On Judicial Power”, the Law on Prosecutor’s Office and the Law on the Constitutional Court prepared by the Cabinet of Ministers. Those provide inclusion of remuneration of judges into united system of state salaries. The Council of Justice believes that possibilities to execute judgment of the Constitutional Court of June 22, 2010, within existing system of judges’ salaries are not assessed enough, taking into account current economic situation in the country.

The Saeima on the 9th of December has approved Ineta Ozola, Lubova Kusnire and Valerijs Maksimovs in the post of a judge of the Supreme Court, at the same time releasing them from posts of judges of regional court.
