    About issues of the session of the Board of Justice of the 30th of March

    The Board of Justice in the session of the 30th of March listened to report of Edvins Balsevics, the director of the Court Administration, about results of work in 2010.
    The director stressed the most topical problematic issues in provision of work of the court. Firstly, it is security in court instances. The State Police refused to execute its function established in the law “On Judicial Power” to provide officers in court, grounding it with lack of resources. Security in courts is threatened, but court finances are not enough to sign agreements with private security companies or hire its own employees.
    The second greatest problem is low salaries of court employees. Average employee wages is LVL 351.61, and it doesn’t comply with volume of work, its requirements and specificity. Court employees expressed dissatisfaction with evaluation of their work and remuneration, warning about possible strike in open letter.

    Judges of the EU countries are trained in field of environmental law

    Rudite Vidusa, the senator of the Department of Administrative Cases of the Senate and Linda Vinkalna and Ilze Amona, judges of Administrative regional court enlarged understanding about sense of environmental impact assessment and particular nuances of its regulation in seminar about the European Union’s environmental impact assessment law.
    The seminar took place between the 14th and 16th of March in Omsenie, Slovakia, in the Judicial Academy of the Slovak Republic. It was organised by the European Institute of Public Administration (EIPA) with support of the European Commission, and it was one of events (modules) in programme “Support for judges of the European Union member states in field of environmental law”.

    The Board of Justice will listen to the report of Court Administration and discuss several provisions

    On Wednesday, the 30th of March, the session of the Board of Justice will take place, in which the Court Administration will present a report about result of work in 2010.
    The Board of Justice will discuss Procedure of establishment of additional remuneration of judges and events related to additional remuneration, Procedure of issue of judge identification card and Procedure of use of Judicial robe and insignia.

    Leaving the post of the judge of the Supreme Court, Pavels Gruzins wishes parliamentarians to be free in their decisions

    Today, on the 24th of March, the Saeima decided to dismiss Pavels Gruzins from the post of the judge of the Supreme Court as from the 1st of April. The senator, the Chair of the Department of Criminal Cases of the Senate and depute of the Chief Justice of the Supreme Court leaves this post of his own free will due to pensioning off.
    However, P. Gruzins doesn’t keep back that he leaves the post of the judge with exacerbation about superior attitude that has been expressed by legislative power and executive power towards independent judiciary during last year. The judge has pointed it out in the letter sent to Ilma Cepane, the Chair of the Legal Commission of the Saeima.

    Dace Jansone has been appointed for the post of the judge of the Supreme Court

    In the session of the 17th of March, the Saeima appointed Dace Jansone for the post of the judge of the Supreme Court, at the same time releasing her from the post of the judge of Riga regional court. 92 parliamentarians voted for her, and no one voted against or reserved his/her opinion.
    Dace Jansone was born in 1963. She graduated the Faculty of Law of the University of Latvia in 1987, and in 2003 she gained Master of Social Sciences in field of law.
    Length of legal service of Dace Jansone has been calculated since 1987. She had worked as a lawyer in different entities, since 1993 until 2003 she was the Head of the Department of land books of Kuldigas district, and in 2003-2005 – the judge of the Department of land books of Riga district. In 2005 D. Jansone started to work as the judge of the court of Riga district, and in 2008 – in the post of the judge of Riga regional court.

    Aiva Zarina, the ex-judge of the Supreme Court, is awarded with the title of the Honorary Judge

    The title of the Honorary Judge has been given for the first time in history of the Supreme Court. In the session on the 17th of March the Saeima unanimously gave it to Aiva Zarina – the ex-judge of the Supreme Court.

    Problem of load of the court has been activated and solutions have been offered in the plenary session

    “In huge amount of work and hurry we must not lose the key – the quality of work of the Supreme Court”; such wish Ivars Bickovics the Chief Justice of the Supreme Court expressed closing annual revisory plenary session on the 11th of March.
    The record amount - almost 5000 of cases were received in the Supreme Court in 2010. It is almost 50% more than 10 years ago. 4518 cases were reviewed, and this number also twice exceeds number of cases reviewed in 2000. However, the number of judges didn’t increase twice, and it means that work load of judges and employees of the court increased significantly.
