On the 30th of May, in Riga Palace, the President Andris Berzins met Ivars Bickovics, the Chief Justice of the Supreme Court to discuss results of work of the Supreme Court in 2011 and work priorities for this year.
During meeting, I.Bickovics informed the President about work done in the Supreme Court last year. Although number of cases arrived to the court hadn’t increased significantly last year, but terms of review of civil cases become longer, especially in commercial disputes due to difficulty of cases.

Having received request of Public Administration and Local Government Committee of the Saeima to provide opinion about standards included in draft law “Amendments to the law “On Prevention of Conflict of Interest in Activities of Public Officials”” that influence judiciary significantly, the Board of Justice decided not to support Item of the draft law stating necessity for a judge to receive permission to operate and to hold office in associations.

Today Gaidis Berzins, the Minister of Justice, in festive ceremony in the Supreme Court gave award of judiciary – the Mark of Distinction of Judicial System to eight officials belonging to judiciary. The Mark of Distinction has three tiers.
Ivars Bickovics, the Chief Justice of the Supreme Court, is awarded with 1st tier Mark of Distinction of Judicial System for excellent lifelong contribution to development of Latvian judicial system, strengthening democracy and rule of law in Latvia and in the world.

According to plan of organisation and performance of judicial electronic conference approved by the Board of Justice, nine judges are elected in judicial e-conference on May 24, to work in the Commission on Judicial Ethics. Counting committee informs that 466 judges voted in e-conference. 30 votes are considered to be invalid.

Ten advocates from the United States of America visited the Supreme Court on the 21st of May.

Dr. Cephas Lumina, independent United Nations Independent Expert on the effects of foreign debt and other related international financial obligations of States on the full enjoyment of all human rights, visited the Supreme Court on the 15th of May to ask about role and opportunities of the Supreme Court in providing human rights in time of economic breakdown and stabilisation. The expert met Veronika Krumina, the Chairwoman of the Department of Administrative Cases of the Senate, and Dace Mita, the senator of the same department.

The 8th of May was important day for Georgijs Kuznecovs, long-term ex-judge of the Supreme Court, as Andris Berzins, the President of the state visited him to give state award – The Cross of Recognition.
Due to health problems, Georgijs Kuznecovs was not able to arrive to ceremony of giving awards on the 4th of May in Riga Palace, so the award was delivered to him personally. The ex-judge was touched for honour that the President found time to pay a visit.

Judicial conference, in which new Commission on Judicial Ethics will be elected, will take place on the 24th of May. Saving budget funds allocated to courts, it was decided to organise conference extramurally, using information technologies.
The Council of Justice made amendments to Regulation of Judicial Conference on the 7th of May, stating that conference may also be organised in electronic form (e-conference) and e-conference may elect institutions of judicial self-government in secret electronic voting. Regulation of Commission on Judicial Ethics is also amended providing an opportunity to nominate and elect members of Commission on Judicial Ethics in electronic elections.

On Tuesday, the 8th of May, at 12.00 o’clock, joint session of the Saeima’s Legal Affairs Committee, The Board of Justice and the representative of the Cabinet of Ministers in international human rights institutions will take place in Red Hall of the Saeima (the Parliament).
Participants will discuss report of the Ministry of Foreign Affairs “About Cases Reviewed by the European Court on Human Rights, in which imperfection of operation of national courts was reason of claims submitted”.
