    The Chief Justice of the Supreme Court participates in General Assembly of the Network of the Presidents of the Supreme Judicial Courts of the EU

    Today, on the 13th of October, Ivars Bickovics, the Chief Justice of the Supreme Court, participates in general Assembly of the Network of the Presidents of the Supreme Judicial Courts of the European Union) that takes place in Sophia, Bulgaria.
    The General Assembly will have to elect new members of the Board and the President of the Network.
    Presidents of the Supreme Courts will also discuss participation of the Network in work of European Law Institute in status of observer and in expert groups for law development. However, they will also decide about content and time of arrangement of the next colloquium of the Network.

    In order to extend understanding and interest of lawyers to-be to the Latvian court system and allow them to have a look into one of the most interesting, and at the same time one of the most difficult legal professions – post of the judge, the Supreme Court continues its tradition and organises Days of first-year students in the Supreme Court as from October until December.

    About decisions of the Board of Justice of the 27th of September

    Candidates for the post of judge of the Supreme Court will be elected in open competition in future. It has been provided by amendments to the law “On Judicial Power” and regulation of open candidate selection competition for the post of the judge of the Supreme Court approved in session of the Board of Justice on the 27th of September.
    The Board of Justice has also discussed regulation of selection of candidates for the post of judges of district (city) courts, land-book departments and regional courts, but it is not approved yet. The Ministry of Justice will specify the regulation, taking into account recommendations given by the Board of Justice.
    According to amendments to the law “On Judicial Power”, adopted on the 9th of June, 2011, selection of candidates for the post of a judge in district (city) courts and departments of land-books, as well as in regional courts and the Supreme Court is made in open competition of candidates. Competition regulation is ratified by the Board of Justice according to proposal of the Minister of Justice and the Chief Justice of the Supreme Court.

    Judicial Conference will take place on the 25th of November

    The Board of Justice calls the Judicial Conference on the 25th of November.
    Judicial Qualifications Committee and Commission of Judicial Ethics will present reports. However, elections of representatives of several institutions of judicial self-government are planned.
    Judges will have to elect the Chair of Judicial Disciplinary Committee, as Pavels Gruzins, who was elected for this post, terminated execution of duties of the judge. According to the Law on Disciplinary Responsibility of Judges, the Chair of Judicial Disciplinary Committee is the deputy of the Chief Justice of the Supreme Court, who is being elected in closed vote by the Judicial Conference.

    The Board of Justice will discuss organization of selection of candidates for the post of the judge

    On Tuesday, the 27th of September, the Board of Justice will discuss procedure of organization of competitions for candidates for the post of a judge and procedure of selection of candidates.
    According to amendments to the law “On Judicial Power”, adopted on the 9th of June, 2011, selection of candidates for the post of a judge in district (city) courts and departments of land-books, as well as in regional courts and the Supreme Court is made in open competition of candidates. Competition regulation is ratified by the Board of Justice according to proposal of the Minister of Justice and the Chief Justice of the Supreme Court.

    The Chief Justice of the Supreme Court meets new Ambassador of Austria

    Ivars Bickovics, the Chief Justice of the Supreme Court, on Wednesday, the 14th of September met Stefan Pehringer, the ambassador extraordinary and plenipotentiary of the Republic of Austria arrived in acquaintance visit.
    The Chief Justice approved previous cooperation with the Supreme Court of Austria and other court institutions. Several delegations of Austrian judges visited Latvia and the Supreme Court. Irmgard Griss, the President of the Supreme Court of Austria and the President of the Network of the Supreme Judicial Courts of the European Union participated and reported at the conference dedicated to judicature of the Supreme Court in 2010. Judges from Latvia also visited Austria several times exchanging experience and training in the Supreme Administrative Court of Austria in framework of judicial continuing education and exchange programme.

    Client assessment of work of the Supreme Court will be clarified in inquiry

    Client inquiry has started this week in the Supreme Court and it will continue until the end of October. Its aim is to clarify customer assessment of organisation and quality of work of the Supreme Court.
    Questionnaires and boxes to place filled questionnaires are located in the court lobby, in corridors beside court rooms, as well as in chanceries of Chambers and the Senate. Each client visiting the Supreme Court is kindly asked to fill in the questionnaire of court work assessment. Information submitted will be used in summary only and answers will be confidential.
    Court clients are divided into two groups: society – participants of cases, witnesses, victims and others, and lawyers – advocates, prosecutors, assistants to advocates and attorneys. Questionnaires for each group are similar, however they differ a bit. Lawyers will receive questionnaires also electronically, via centralised e-lists of Prosecutor’s Office and the Board of Advocates.

    Commentaries to Civil Procedure Law are published under scientific editorship of professor Torgans

    Kalvis Torgans, the senator of the Supreme Court, professor, Dr.habil.iur., Janis Rozenbergs, sworn advocate, prof., Dr.iur., and Gunars Aigars, the deputy of the Chief Justice of the Supreme Court, the Chair of the Chamber of Civil Cases have prepared new commentaries to Civil Procedure Law. The book of commentaries published by public joint-stock company "Tiesu namu agentura" became available to readers in July.
    The first part of commentaries to Civil Procedure Law published covers general standards of Civil Procedure Law, it is, articles of Chapters 1-28; text of Articles 1-232 is published in the book. Other legal standards are also used for commentaries, taking into account amendments announced until the 26th of May, 2011.

    Gunars Aigars, the deputy of the Chief Justice of the Supreme Court participates in events devoted to accession of the President of the State

    As Ivars Bickovics, the Chief Justice of the Supreme Court was abroad, participating in conference of Chiefs Justice of Supreme Courts of European countries in Prague, his deputy Gunars Aigars represented the Chief Justice of the Supreme Court in events devoted to accession of Andris Berzins on the 8th of July.
    The deputy of the Chief Justice of the Supreme Court participated in Saeima’s sitting that was called especially. In this sitting Andris Berzing gave a Vow of the President of the State and entered upon his duties. Ministers, foreign ambassadors and former presidents also participated in the sitting.
