When beginning new year, there have been changes in composition of judges of the Supreme Court in the Department of Civil Cases and the Chamber of Civil Cases.

Pursuant to decision of the general meeting of judges of the Department of Civil Cases, judges Anita Cernavska and Lubova Kusnire have been transferred from the Chamber of Civil Cases to the office of judges of the Department of Civil Cases.   However, as from January 2, Normunds Rinkis and Mairita Skendere, judges of Riga regional court, will discharge duties instead of them for the term not exceeding two years.   

In 1988, Anita Cernavska received lawyer’s qualification at the Faculty of Law of the University of Latvia. Total length of service in judge’s office is 20 years – she has worked as the judge of the Chamber of Civil Cases of the Supreme Court since 2006, previously being the judge of Riga regional court and Riga city Kurzeme district court.

Lubova Kusnire graduated from the Faculty of Law of the State University of Latvia in 1978, and in 2010 she received Master’s Degree of Social Sciences in Law. She had worked in court system for 12 years, namely, in district prosecutor’s office and as a judge and the Chair of a court in Jelgava district court. Later she had been the Head of Legal Department in Jelgava district council and the deputy Head of Zemgale custom and the Head of Legal Department of the State Revenue Service. In 2006, she returned to the office of a judge in the Administrative district court and Administrative regional court, and since 2010 – the judge of the Supreme Court in the Chamber of Civil Cases.    

Number of judges in the Department of Civil Cases is increased pursuant to the decision of the Board of Justice of 11 November 2013, which amended total number of judges in departments and chambers of the Supreme Court as from January 1, 2014, stating that among 53 judges of the Supreme Court 30 are judges of departments and 23 – judges of chambers. Number of judges in departments is increased for two judges, at the same time reducing number of judges in chambers.  

Increase of number of judges in the Department of Civil Cases was necessary, as the biggest number of cases accumulated there. However, vacant offices of judges were formed in the Chamber of Criminal Cases, when preparing for reorganisation and elimination of operation of the chamber as from December 31, 2014, and those will not be completed in future. 

It was decided to fill vacant offices of judges of the Chamber of Civil Cases with executers of judicial duties pro tempore, as it is not possible to engage judges to regular work.   Pursuant to reorganisation of court system established in the law “On Judicial Power”, operation of the Chamber of Civil Cases of the Supreme Court shall be terminated as from December 31, 2016. 

Normunds Rinkis has worked as a judge since 2000, in Riga regional court – since 2011. Length of judicial service of Mairita Skenderes is 20 years, in Riga regional court – since 2009.
