On 26 April, senators of the Department of Civil Cases of the Supreme Court participated in a meeting organized by Riga Regional Court for the judges of collegiums of civil cases of all regional courts of Latvia to discuss the quality of courts’ performance and topical issues of civil law and civil procedure law.

Aigars Strupiss, Chair of the Department of Civil Cases of the Senate, emphasized that the issue of work quality should be addressed in a comprehensive manner, because the low quality of the claims affects the work of the courts of first instance, while decisions of good quality of the first instance courts affect the work of the appellate instance, and the good quality of performance of appellate courts relieves the workload of the court of cassation regarding the performance of its basic duties – the development of case-law.

The senators made a proposal to create a manual for judges on a methodology for drawing up rulings, which could be useful for judges from both first and appellate instance courts.

During the meeting, there was a discussion about the limitation period of claims in the legal relations of compulsory land lease, about the enforcement of the recovery targeting the joint property of the spouses, about the complaints regarding the remuneration of sworn bailiffs, as well as about the obligation to pay the security deposit and other matters.
