Till October 1, lawyers and other interested persons are invited to submit applications to participate in the international conference “The judicature of the Supreme Court and its role in development of legal thought in Latvia”, devoted to 15th anniversary of operation of the Senate and Chambers of the Supreme Court. The conference has been organised by the Supreme Court in cooperation with the Faculty of Law of the University of Latvia and it will be held on October 15, 2010.

15 years ago – in October 1995, three-level court system was restored in Latvia and appellate and cassation instances – the Chambers and the Senate, thus creating the structural model that operates also today. Evaluating this event that is important for the court system of Latvia, the Supreme Court organises a public conference about the role of the Supreme Court in development of Latvian law and courts, stressing the importance of the Senate as of cassation instance in creation of Latvian case-law and judicature.

Senators of the Supreme Court and Doctors of Law Kalvis Torgans, Jautrite Briede, Valentija Liholaja, Janis Rozenfelds and Daiga Rezevska will give their opinions about judicature of the Supreme Court as a legal source, its formation and topical issues in the field of law. The Dean of the Faculty of Law, the Doctor of Law Kristine Strada-Rozenberga will analyse conclusions of Latvian scientists of law in resolutions of the Supreme Court, but PhD student Janis Pleps, linking the present time and history, will speak about challenges of Latvian Senate to nowadays.

The definition “judicature” was used in field of law in Latvia by the judge of the Court of European Union Egils Levits for the first time. He will participate in the conference as a reporter and will turn attention to basics, problems and application of judicature.

The judge of the General Court of the European Union Ingrida Labucka will present a report of the General Court in cases about government support and competition, but the judge of the European Court of Human Rights Ineta Ziemele will analyse compensation of violation of rights as a principle of human rights and its implementation in Latvia.

The conference guest, the Chair of the Supreme Court of Austria and the President of the Network of presidents of Supreme Courts of the EU Irmgard Griss will read a report on role of national Supreme Courts in European judicial system. The Chiefs Justice of the Supreme Courts of Estonia and Lithuania Märt Rask and Gintaras Kryževičius will share experience of neighbour countries in creation and development of judicature.

Maris Vainovskis, the author of research of creation of Module of Judicature of Latvian Court Information System, has made voluminous research about summarisation of judicature of Latvian courts, and during the conference he will share conclusions gained.

The judicature of the Senate of the Supreme Court plays a significant role in creation of the Latvian case-law; it influences the development of legal thoughts and law in the country. So problems solved at the conference and updated conclusions might be interesting not only for judges, but also great number of lawyers, scientists and practitioners, and students.
