The operation of the Supreme Court is fully ensured also during the state of emergency in Latvia. Taking into account that the emergency situation has been extended until June 9 by a government decision, restrictions on visits in person also remain.

 

The Supreme Court will not accept visitors in person until June 9

Taking into account the extension of the state of emergency in Latvia until June 9, visitors of the Supreme Court are still not attended in person.

 

The Chancery of the Court ensures the circulation of documents electronically and by post

Documents can be submitted by e-mail at@at.gov.lv or sent by post – Brīvības bulvāris 36, Rīga, LV-1511, or submitted electronically to the unified state and local government services portal www.latvija.lv. Documents can also be left in the mailbox in the Supreme Court’s lobby.

However, if the parties or their representatives have an extraordinary need to get acquainted with the case materials in person, the visit must be agreed in advance with the Chancery (phone numbers: +371 67020364 – civil cases, +371 67020361 – criminal cases, +371 67020339 – administrative cases). To the extent possible, the Court will ensure access to the materials by observing the prescribed precautions.

 

The court hearings will take place

It should be noted that the court proceedings in the Supreme Court even before the state of emergency took place in the form of written proceedings; the oral proceedings take place only in exceptional cases when the Senate has decided to hold them.

In accordance with the amendments to the Law “On the Operation of State Authorities During the Emergency Situation Related to the Spread of COVID-19”, oral proceedings are held in cases related to significant violation of person’s rights and objective urgency, as well as in cases where it is possible to ensure the requirements set by the Cabinet of Ministers regarding indoor gatherings. Consequently, the Supreme Court, if necessary, will organize court hearings in person, observing the prescribed precautionary measures, which will also have to be observed by the participants in the case and their representatives.
