Open Day includes an orienteering relay event in the Supreme Court

On September 19, when within the framework of the 90th anniversary of the Republic of Latvia the Open Day of the state administration will be held all over Latvia, the Supreme Court will open to the interested persons, as well. This time the Open Day will have an unusual form. The Supreme Court will be one part of the orienteering relay for the teams of high school students. In the orienteering relay each of the high school teams having registered for the contest will have to find the establishments of the legal system. The map will include the Supreme Court, the Riga Regional Court, the Patent Office, the Naturalization Board, the Administration of Legal Assistance, the State Forensics Science Bureau, the State Probation Service, the Court Administration, the Register of Enterprises, the Prison Administration. In an attractive form the students will receive information regarding the judiciary in Latvia, and they will have a chance to learn personally about the activities of various establishments. To receive points in the map of the relay, the teams will have not only to find the particular establishments, but also to accomplish certain tasks both in the Supreme Court and other establishments and receive evaluation afterwards.

Saulite leaves the position of the Supreme Court Senator

On August 20, the Senator Rita Saulite of the Department of Civil Cases of the Senate leaves her position. The Senator leaves the position of her own volition, she retires. The Saeima (Parliament) passed the decision to release Saulite from the Senator’s duties on June 19. The express gratitude for her longtime diligent work and her contribution in the strengthening of lawfulness, the Chief Justice of the Supreme Court Ivars Bickovics presented Rita Saulite an award of the Supreme Court. Rita Saulite started to work in the Supreme Court in 1972 in the position of the Head of the Chancery. In 1978 – 1985 she held the position of a senior advisor in the division of generalization of court practice. In 1985 she was elected in the position of a member of the Supreme Court in the Panel of Civil Cases. In 1990, the Judge was conferred the first qualification grade. When on June 13, 1990, the Supreme Council of the Republic of Latvia elected the judges of the restored Supreme Court of the Republic of Latvia, Rita Saulite was among them. After the reorganization of the Latvian court system in 1995 she was confirmed in the position of the Senator of the Department of Civil Cases of the Senate.

Persons involved in criminal proceedings will have a possibility to receive information regarding the acceptance of investigatory operations to be performed in a special manner

Having evaluated the restrictions of accessible information determined in the Supreme Court, on August 19 the Chief Justice of the Supreme Court Ivars Bickovics has issued an instruction to amend “The instruction of the Supreme Court on the acceptance of measures of investigatory operations to be performed in a special manner”.

The duties of the Senator of the Department of Administrative Cases of the Senate are temporarily undertaken by Vesma Kakste

As of August 18, the duties of the Senator in the Department of Administrative Cases of the Supreme Court Senate are fulfilled by the Administrative Regional Court Judge Vesma Kakste. The Chief Justice of the Supreme Court has instructed the Judge to substitute temporarily, not longer than for the period of two years, the Senator Normunds Salenieks during his temporary absence. In the period from April 21, 2008, till April 20, 2009, N. Salenieks is on leave without retaining payment for work. Vesma Kakste was acknowledged as one of the most suitable candidates for the temporary replacement of the Senator by the Senators of the Department of Administrative Cases of the Senate. The Senators note that the rulings made by her in the position of the reporting judge of the regional court has a very high index of stability, the rulings contain extensive and convincing argumentation which proves deep study and analysis of problematic issues. The replacement of the Senator Salenieks during his temporary absence by Kakste was approved by the Judicial Qualification Panel. The transfer of the Judge to work in the Senate was approved by the Head of the Administrative Regional Court Zita Kupce. The decision was coordinated with the Minister of Justice.

The Chief Justice of the Supreme Court returns materials of the criminal case initiated against Lembergs to the prosecutor’s office

Today, on August 13, the Chief Justice of the Supreme Court Ivars Bickovics returned to the specialized prosecutor’s office of the organized crime and other branches the materials of the criminal case in which the Chairman of the Ventspils City Council Aivars Lembergs, his son Anrijs Lembergs, as well as the businessman Ansis Sormulis from Ventpils were brought to trial. The criminal proceedings were passed over to the Supreme Court by the prosecutor’s office to determine the jurisdiction of the case. The leaders of the European Supreme Courts congratulate Bickovics and express their gratitude for cooperation to Gulans

The Supreme Court receives letters from the Supreme Courts of other countries in which their leaders congratulate the Chief Justice of the Supreme Court of the Republic of Latvia Ivars Bickovis on his election in the high position. The colleagues express hope that Bickovics will continue the cooperation of his predecessor Andris Gulans in the Network of Presidents of the Supreme Judicial Courts of the EU. The President of the Italian Cassation Court Vincenzo Carbone notes that the Network has become a well functioning way to exchange ideas and a possibility to establish good contacts with the Presidents of the Supreme Courts. The Chief Justice of the Supreme Court of Estonia Märt Rask wishes his colleague success and expresses hope that the friendship and good relations between the two courts will strengthen. The President of the Supreme Court of the Czech Republic Iva Brožová wishes Bickovics all the best and hopes that the courts could develop exchange of experience regarding challenges which both courts face in their everyday work. The President of the Cassation Court of Bulgaria Lasar Gruev also expresses hope for cooperation and friendly and fruitful relations between the courts. But the President of the Supreme Court of Poland Lech Gardocki wishes that the professional work of the new Chief Justice brings benefit to the judicial power of Latvia and the fatherland. To continue the cooperation which started in 1996, Gardocki invites Bickovics to visit Poland in 2009.

„The Last Hope” of the Supreme Court comes 6th in the sports games

In the 11th sports games of the Ministry of Justice and the judiciary the team „The Last Hope” of the Supreme Court came 6th among 31 teams! The hopes to be among the top ten next time expressed last year after the 16th place came true brilliantly. The team performed well in all the events of the competitions: street ball – the 5th place, people’s ball – 5th, volleyball – 9th, dexterity relay – 15th, Koknesis relay – 18th. But in the song contest “The song for my generation” for the song “Cielavina” (“Wagtail”) our team was the 4th. In total, the 1st was the team “Stripaino reiss” from the Department of Penal Institutions, the 2nd – the team “TeaM” of the Ministry of Justice, and the 3rd – the team “Ave Sol” of the Probation Service.

European judges discuss the practice of legalization of the proceeds from crime

European judges do not have a uniform conception regarding the elements of legalization of the proceeds from crime. There exist various opinions regarding the definition of a criminal offence and the definition of the standard of the law stipulating responsibility for the legalization of the proceeds from crime. It was the conclusion of the Judge of the Chamber of Criminal Cases Anita Polakova after she returned from the regional seminar for the judges of the Central and Eastern Europe.
