The Council for the Judiciary evaluates the criteria for applying for judge's position in a higher instance court

The Council for the Judiciary believes that the requirements for judge's professional experience regarding application for a position of a judge at the higher instance court shall not be reduced, and the work experience criterion defined in the Law "On Judicial Power" should be preserved. That is, when applying for a position of a judge of a regional court a total length of service as a judge must be 6 years, for a position of a judge of the Supreme Court – 10 years.

Issues related to career of judges

The Council for the Judiciary appointed judge Linda Dizenberga to serve as a judge at Riga City Northern District Court, and judge Silvija Saleniece – at Rezekne Court. Linda Dizenberga and Silvija Saleniece were appointed as judges of district (city) court with a decision of the Saeima (parliament) of 21 September.

Agenda of the sitting of the Council for the Judiciary – amendments to the Law

On Monday, October 16, the Council for the Judiciary at the request of the Legal Affairs Committee of the Saeima (parliament) will continue to review the planned amendments to the Law "On Judicial Power", evaluating proposals that have been discussed and have not been agreed upon at the Legal Affairs Committee’s meeting before the third reading. These are issues regarding the length of office of a judge required for position of a judge of a regional court and for a position of a judge of the Supreme Court, as well as regarding the term for which a judge has the right to hold other positions.

Due to the fact that Aigars Sniedzitis, former judge of Bauska District Court, representative of district (city) courts at the Council for the Judiciary, has become a judge of Zemgale Regional Court, a member of the Council for the Judiciary from among the judges of district (city) courts should be re-elected during the Judges’ Conference.

Maris Vigants is re-elected to Judicial Qualification Committee, Livija Slica – elected to Judicial Disciplinary Committee

On September 29, Maris Vigants, judge of Administrative Regional Court, was re-elected as a member of Judicial Qualification Committee, and Livija Slica, judge of the Department of Administrative Cases, was elected as a member of the Judicial Disciplinary Committee, by means of electronic voting.

Transfer of judges of the first instance court

The Council for the Judiciary transferred judge Ieva Andzane from the Riga City Pardaugava Court to Riga City Vidzeme District Court and judge Inara Jaunzeme – from Jurmala Court House of Riga District Court to Land Registry Office of Riga City Vidzeme District Court.

The Council for the Judiciary and the State Audit Office discusses an audit report on the development and efficiency of the judicial system

During the sitting of September 11, the Council for the Judiciary met with Elita Krumina, the State Auditor, Ilze Grinhofa, the Head of the Second Audit Department of the State Audit Office, and Aelita Jaunroze, the Head of the Sector. The State Audit Office presented to the Council for the Judiciary audit report on the effectiveness of the activities for improving judicial system carried out in 2009-2015.

The Court Administration informs about the progress of the assessment of the judicial system of Latvia

Anna Skrjabina, Project Manager at the Court Administration, presented a report to the Council for the Judiciary on the progress of the evaluation of the judicial system of Latvia in the framework of the project financed by the European Social Fund "Justice for Development". Within the framework of the project, three international evaluations are carried out.

Supports the increase of role of the departments of the Supreme Court in the selection of judicial candidates

Continuing the work with amendments to the Law "On Judicial Power", the Council for the Judiciary, at the request of the Legal Affairs Committee of the Saeim​a (Parliament), discussed several proposals for a draft law submitted before the third reading in the Saeima. Among them, is an issue on increase of competence of the general meeting of judges of departments of the Supreme Court regarding the selection of candidates for the position of a judge of the Supreme Court.

Transfer of a position of a judge of the Land Registry Office from Tukums to Riga

Taking into account the workload of judges of the Land Registry Offices, the Council for the Judiciary decided that by October 1 of this year, one vacant position of a judge of Land Registry Office of Tukums District Court will be transferred to Land Registry Office of Riga City Vidzeme District Court.
