European Networks of Councils for the Judiciary Launches the Annual International Projects and Will Decide on Membership of Turkey in the Organization

September 26-27, the first meeting of working groups on projects of European Networks of Councils for the Judiciary took place in Rome. Latvia was represented by Dace Sulmane, Adviser to the Council for the Judiciary of the Division of Case-law and Research of the Supreme Court.

International Conference Reports on Access to Courts and on Judicial Efficiency in Latvia

On Tuesday, September 13, Dace Sulmane, Adviser to the Council for the Judiciary of the Division of Case-law and Research of the Supreme Court participated in the international conference "Law in Central and Eastern Europe", which took place in Lithuania in the Mykolas Romeris University. During the conference current events of the region and developments in legislation as a whole was viewed. The representative from Latvia gave a presentation "Access to Justice and Judicial Efficiency. Recent Developments in Latvia".

Issues Related to Career of Judges

The Council for the Judiciary agreed to reassign Dzintars Melbardis, Judge of the City of Riga Northern District Court, to a position of Judge of Ogre District Court, and Ieva Viskere, Judge of Administrative District Court, to a position of Judge of Regional Administrative Court.

Given that in September the mandatory period of five members of the Judicial Qualifications Committee expired, the Council for the Judiciary decided to organize electronic elections of the Judicial Qualifications Committee on October 13.

Agreement on exclusion of provision on judicial auditing from the Law The Council for the Judiciary supported amendments to the Law "On Judicial Power" by the Ministry of Justice which clarifies the procedure on implementation the function of auditing.

Support for Advocate Proceedings in Certain Categories of Civil Cases

The Council for the Judiciary supports the implementation of advocate proceedings in certain categories of civil cases, starting with the first instance court. At the same time the Council for the Judiciary considers that parties to proceedings shall be able to maintain rights to prepare procedural documents and participate in the hearing themselves.

The newly elected Judicial Ethics Committee, the first sitting of which was convened on 17 June by the Chief Justice of the Supreme Court, elected Anita Kovalevska, Judge of the Administrative Regional Court, as the Chair of the Committee, and Alla Silova, Judge of Latgale Regional Court, – the Deputy Chair.

Council for the Judiciary Meets with the Commission for Legal Environment Improvement

Getting acquainted with the study of the Commission for Legal Improvement on performance improvement possibilities of the Council for the Judiciary and after hearing the report presentation, the Council for the Judiciary has approved the need to strengthen the Council's powers, structure and management so that the Council for the Judiciary would have a significant impact on the improvement of the judicial system and it would have a decisive role in the elaboration of judicial policy and strategy.

Chairs of European Councils for Judiciary discuss the future of justice in Europe

Ivars Bickovics, the Chair of the Council for the Judiciary, and Dace Sulmane, the adviser to the Council, went to Warsaw to participate in the General Assembly of the European Network of Councils for Judiciary held on 1-3 June. The topic of this year is “The Future of Justice in Europe”.
