Prior to signing the proposal on appointment of the Chairman of the Kurzemes Regional Court, the Chief Justice of the Supreme Court invited to a meeting the judge Silva Reinholde who was acknowledged the most suitable candidate to the position of the Chairman of the Kurzemes Regional Court by the commission for selection of candidates.

During the meeting, the concept submitted by Silva Reinholde regarding improvement of the work in the Kurzemes Regional Court was discussed. The candidate to the position of the chairman has pointed out such necessities as, for example, positive atmosphere and discipline in the working place, qualification and perfection of knowledge of judges and employees, an assistant to every judge, explanation of court adjudications to the public, the principle of randomness in distribution of cases, prevention of corruption risk, remuneration of judges and employees and supply of technical means. S. Reinholde stresses that the reasons for big fluctuation of personnel have to be analyzed. She finds a solution to the problem in involving local students in the work of the court. There are also other concrete suggestions: creation of separate chanceries of civil cases and criminal cases, regular meetings for the technical staff of the court, a library in the court where both the legal literature and the electronic systems of law documents and courts rulings are available, rearrangement of premises so that visitors have no free access to the judges, equipment of at least one courtroom with audio, video and computer facilities to hear evidence attached to the cases, as well as organize teleconferences and videoconferences, as it is stated in the Criminal Procedure Law. S. Reinholde stresses also the necessity to develop better public understanding about the adjudications adopted by the court. She suggests to provide mass media not only with informative, but also with explanatory information, and for this purpose to train a concrete employee. Judges need regular meetings, as well – both for the judges of the regional court and the courts of towns and districts included in the region - where the information on amendments to the laws and the summary of the court practice would be provided.

A. Gulans was interested also in the opinion of S. Reinholde regarding the seminars organized by the Supreme Court for the judges of the regional courts. She considers them necessary, but suggests that the seminars are organized not only in the form of lectures, but also as discussions dealing with problems current for judges. When asked why she applied for the position of the chairman of the regional court, S. Reinholde admitted that she was persuaded by her colleagues. At first she refused, but having considered all the circumstances she understood that for her it would be an excellent opportunity for growth. S. Reinholde started to work in 1988 in the Prosecutor Office of Liepaja City as the senior investigator, afterwards – the senior assistant to the prosecutor, and the prosecutor of the Liepaja Prosecutor Office. In 1995, she was appointed in the position of a judge in the Liepaja City Court, in 1996 – in the position of the acting Chairman of the Liepaja City Court, and after merging of the city court and the district court – in the position of the Deputy Chairman of the Liepaja Court. In 1998, the Saeima (Parliament) confirmed S. Reinholde in the position of a judge of the Kurzemes Regional Court. In 2005, S. Reinholde was elected to the Judicial Qualification Panel. She has been conferred the third qualification grade.

The Chief Justice of the Supreme Court wished S. Reiholde success till her appointment to the position of the Chairman of the Regional Court. And after the confirmation – to manage to maintain the high prestige of the Kurzemes Regional Court.

The meeting with the candidate to the position of the Chairman of the Kurzemes Regional Court was attended also by the Deputy Chairmen of the Supreme Court, the Chairman of the Department of Criminal Cases of the Senate Pavels Gruzins and the Chairman of the Chamber of Civil Cases Gunars Aigars, and the Head of Administration Anita Kehre.

The Chief Justice of the Supreme Court accepted the appointment of S. Reinholde in the position of the Chairman of the Kurzemes Regional Court for the term of five years and sent his decision to the Minister of Justice. According Article 40 of the law “On Judicial Power” and ”The procedure of selection and advancement of a candidate to the position of a chairman of a regional court” set by the Ministry of Justice, the Minister of Justice, after receiving a proposal from the Chief Justice of the Supreme Court, submits the proposal to the Saeima regarding advancement of the candidate to the appointment in the position of the chairman of the regional court or decides on organization of a new selection.
