As of August 18, the duties of the Senator in the Department of Administrative Cases of the Supreme Court Senate are fulfilled by the Administrative Regional Court Judge Vesma Kakste.

The Chief Justice of the Supreme Court has instructed the Judge to substitute temporarily, not longer than for the period of two years, the Senator Normunds Salenieks during his temporary absence. In the period from April 21, 2008, till April 20, 2009, N. Salenieks is on leave without retaining payment for work.

Vesma Kakste was acknowledged as one of the most suitable candidates for the temporary replacement of the Senator by the Senators of the Department of Administrative Cases of the Senate. The Senators note that the rulings made by her in the position of the reporting judge of the regional court has a very high index of stability, the rulings contain extensive and convincing argumentation which proves deep study and analysis of problematic issues. The replacement of the Senator Salenieks during his temporary absence by Kakste was approved by the Judicial Qualification Panel. The transfer of the Judge to work in the Senate was approved by the Head of the Administrative Regional Court Zita Kupce. The decision was coordinated with the Minister of Justice.

Vesma Kakste was born in 1969. In 1994 she graduated from the University of Latvia, Faculty of Law, in 1998 she received her master’s degree in law. She worked as a secretary of court sessions in the Jekabpils court, an investigation officer in the Jekabpils region police department, the manager of the Legal Service in the Jekabpils City Council. Since 2004, she holds the position of the Administrative Regional Court Judge.

Along with the work of a judge, she was a lecturer in the affiliates of the Baltic Business Institute, the Business School Turiba, the Latvian University of Agriculture Jekabpils affiliate, and the Jekabpils Agricultural Business College.

Article 79, part 11, of the law “On Judicial Power” stipulates that after the issue is coordinated with the Minister of Justice, the Chief Justice of the Supreme Court may instruct that in case of a vacancy or temporary absence a Judge of the Department of Administrative Cases of the Supreme Court Senate upon approval of the Judicial Qualification Panel may be replaced by a Judge of the Administrative Regional Court for a term not longer than two years.
