Starting from today, the judge of the Chamber of Civil Cases Anda Vitola has been appointed in the position of the Senator of the Department of Civil Cases of the Supreme Court Senate. Anda Vitola has been performing the duties of a judge of the Chamber of Civil Cases of the Supreme Court since 1999. Before that she held the position of the judge of the Riga Regional Court Civil Cases Court Panel, the judge of the Latvian Economic Court and the state arbitrator. Anda Vitola was born in 1962. In 1986, she graduated from the University of Latvia, Faculty of Law, with the qualification of a lawyer. In 2002 she was conferred the first judicial qualification grade. The decision on the appointment of Anda Vitola in the position of the senator of the Department of Civil Cases of the Senate was adopted by the general meeting of the senators of this Department. Earlier, the approval for the advancement of the judge’s career was received from the Judicial Qualification Panel.

Today a lot of the Supreme Court judges participate in the conference “Judicial ethics, qualification and responsibility in Latvia: How to move on after what has been achieved?” organized by the public political center “Providus”.

On October 24, the judge of the Chuvash Supreme Court Yelena Gorodniceva and the judge from the Rostov region Yelena Voronova visited the Supreme Court. They met with the judge of the Chamber of Criminal Cases Janis Tiltins and were interested in the experience of the Latvian courts in the legal proceedings regarding the juveniles. In the Russian courts following the Canadian model the judges specialize in reviewing specific categories of cases both in the field of civil and criminal law. Each court has judges who have specialized in reviewing juvenile offences, and their work is not only to review the case, but also supervision of the rehabilitation programs for the convicted. These judges attend special training courses to work with the juveniles, attend consultations of psychologists and teachers.

The increasing workload of the courts is a problem not only in Latvia, but in the entire European Union. To decrease the workload of the courts various possible ways of out of court dispute processing are promoted in the member states of the European Union. It was also the theme for discussions of the Conference of the Presidents of the Supreme Courts of Justice, the Attorneys General and the Procurators General of the member states of the European Union.

Statements of scientists – experts serve well as the proof of environmental infringement. However, such statements cannot prove what has happened but just whether what has happened or could happen is possible. Such cognition was pointed out by the Senator Janis Neimanis of the Department of Administrative Cases of the Senate after he returned from the colloquium of the administrative judges in the environmental law of the European countries in Paris.

The current, already the fourth collection of rulings of the Department of Administrative Cases of the Supreme Court Senate has been compiled and published. In the collection, 81 most significant rulings of the Department of Administrative Cases in 2007 have been selected and arranged in 11 sections which provide an insight in the tendencies of court practice of the Senate during the last year – the latest cognitions and the development of the already existing ones.

The government has not taken into account the categorical objections of the Supreme Court against the amendments to the law “On Judicial Power” which stipulate suspension of the reform of remuneration for the work of judges, and the principal salaries for judges in 2009 are left unchanged in comparison with this year. The amendments which were approved by the government yesterday would come into effect if they are accepted by the Saeima (Parliament). The Chief Justice of the Supreme Court Ivars Bickovics hopes that the Saeima will take into account the objections of the Supreme Court.

Twenty years have passed since October 8, 1998, when the 1st congress of the Latvian National Front (LNF) started its work. The LNF support group of the Supreme Court nominated the Judge Zaiga Raupa as the delegate to the congress. She participated at the congress and spoke during the debates. That time in the Supreme Court – the establishment and activities of the LNF support group – was recalled by the Senator Vilnis Vietnieks: “It is hard to recall in details the events of 20 years and more in relation to the establishment of the LNF support group in the Supreme Court. I can just try to outline them briefly. After the extraordinary meeting of the intelligence which was held in June 1998 when Mavriks Vulfsons proved on the basis of facts the occupation of the independent Latvia and its illegal incorporation in the USSR empire, fresh winds were felt also in the state establishments."

Taking into account the decision of the government regarding the decrease of the budget of 2009 for the state establishments, the Supreme Court has decreased the expenses for the following year for 36,219 lats.
