8 February, 2013
The Council of Justice instructed Vilis Donans, the judge of Zemgale regional court, to execute duties of a judge of the Chamber of Criminal Cases of the Supreme Court during the time of a vacancy of the judge, and on the 8th of February the judge resumes execution of his duties in the Supreme Court.
V.Donans had already executed duties of a judge of the Chamber of Criminal Cases of the Supreme Court for two years – between 2011 and 2013.
As Ervins Kuskis, the Chair of the Chamber of Criminal Cases, indicates – due to number of cases received and volume of work, seven judges of the Chamber work in conditions of high load, and it has been necessary to engage a judge for the period of a vacancy of a judge.
Positive statement to instruct V.Donans to execute duties of a judge of the Supreme Court was given by the Judicial Qualifications Committee.
Pursuant to Paragraph Two Section 79 of the law “On Judicial Power”, the Council of Justice, upon proposal of the Chief Justice of the Supreme Court and having received positive statement of the Judicial Qualification Committee, may instruct the Honoured Judge or a judge of a regional court to replace a judge of the Chamber for the period of vacancy or temporary absence of a judge for the term of not exceeding two years.
