During the sitting of September 11, the Council for the Judiciary met with Elita Krumina, the State Auditor, Ilze Grinhofa, the Head of the Second Audit Department of the State Audit Office, and Aelita Jaunroze, the Head of the Sector. The State Audit Office presented to the Council for the Judiciary audit report on the effectiveness of the activities for improving judicial system carried out in 2009-2015.
During the discussion, the Council for the Judiciary acknowledged that part of the recommendations by the State Audit Office, which were topical in 2015, have already been implemented or are in the process of being implemented. For example, judicial reform which aims to reduce the number of first instance courts, strengthening the capacity of the Council for the Judiciary by creating its Secretariat, as well as expanding the use of electronic documents in communication with the courts is implemented, etc.
Moreover, as noted by Ivars Bickovics, the Chair of the Council for the Judiciary, the directions indicated by the State Audit Office coincide with the priorities set out in the Strategy of the Council for the Judiciary, as well as with planned activities of the project "Justice for Development" funded by the European Social Fund, and the activities of the working group created by the Ministry of Justice to improve the efficiency of the judicial system.
The Council for the Judiciary expresses its readiness to cooperate with the Ministry of Justice in assessing the necessary actions to be taken in order to increase the role of the Council for the Judiciary in planning the development of the judicial system and institutional and functional reforms, in strengthening the capacity of the Council for the Judiciary, also in providing the necessary resources, in creating independent budgeting and expanding Council’s functions, taking into account the recommendations of the Consultative Council of European Judges and also the recommendations provided by the State Audit Office.
