Garda to be promoted to the position of the Supreme Court senator, Senkane – to the position of judge

On May 21, the Judicial Qualification Panel approved the promotion of the judge Inara Garda of the Chamber of Civil Cases of the Supreme Court to the position of the senator of the Senate and the promotion of the judge Marika Senkane of the Panel of Civil Cases of the Riga Regional Court to the position of the Supreme Court judge.
The confirmation of Marika Senkane in the position of the Supreme Court judge will be later decided on by the Saeima (Parliament) and in case of a positive voting the structural unit in which the judge will hold the position will be stated by the Chief Justice of the Supreme Court by his order.
The appointment of Inara Garda in the position of the senator will be decided on by the general meeting of the Department of Civil Cases of the Senate in which the Chief Justice of the Supreme Court participates with a voting right.
Such procedure is stipulated by the amendments to the law “On Judicial Power” adopted on April 3. Till then the position of the Supreme Court judges in a specific structural unit was decided on by the Plenary Session of the Supreme Court.
Inara Garda graduated from the Faculty of Law of the University of Latvia in 1983 and afterwards worked as an investigator in the Police Department of Aizkraukles region for four years. From 1987 till 1996 she held the position of the judge in the Aizkraukles Region people’s court and the court chairman, from 1996 till 2005 she worked as a judge in the Zemgales Regional Court and was the deputy chairman of the regional court. In 2005, she was appointed in the position of the judge of the Chamber of Civil Cases of the Supreme Court. The judge has gained rich working experience and in 2001 she was conferred the first qualification grade. The Chairman of the Department of Civil Cases of the Senate Valerijans Jonikans notes in the reference submitted to the Judicial Qualification Panel that since the beginning of 2006 the Senate received in total 70 cases in which the reporting judge was Inara Garda. Reviewing the cases in which the cassation proceedings in the assignments sitting were terminated the court rulings in 63 cases were left unchanged, besides, only in two cases the judgments were reversed in full. This proves high qualitative and quantitative results – noted the Chairman of the Department.
Marika Senkane got her higher education diploma of the University of Latvia with the specialty of a lawyer in 1991, but she started to work in 1984, for eleven years she worked as a secretary of the court sessions and the senior consultant in the Panel of Criminal Cases of the Supreme Court. After a year’s work in the Ministry of Welfare she returned to the judiciary as a judge: in 1996 – 2003 she held the position of a judge in the Riga City Kurzemes District Court, and since 2003 – in the Panel of Civil Cases of the Riga Regional Court. In March 2008 Marika Senkane was conferred the second qualification grade. In the Latvian Judicial Conference on April 11 she was elected in the Judicial Ethical Commission.
