At the court hearing on 13 October, the Department of Administrative Cases of the Senate reviewed an application for annulment of the decision of the Minister of the Interior of the Republic of Latvia to include the applicant in the “black list” or to include a foreigner in the list of foreigners who are prohibited from entering the Republic of Latvia.

The applicant's representative did not appear at the hearing. Taking into account that the representative had been notified of the time of the hearing, and having heard the other participants in the proceedings, the Senate decided to continue the hearing of the case without the participation of the applicant's representative.

At the court hearing, a representative of the Ministry of the Interior requested that the application for annulment of the decision of the Minister of the Interior be rejected. The representative stated that the said decision was justified and it had been adopted following the assessment of the proportionality of the opinion and restrictions of the State Security Service. The representative of the State Security Service and the prosecutor also asked to reject the application for annulment of the decision of the Minister of the Interior.

Declaring a separate part of the court hearing closed, the court examined the case files, including the opinions of the security authorities, which were the basis for the contested decision, as well as interviewed representatives of the Ministry of the Interior and the State Security Service.

The court closed the case on the merits and established that the judgment in the case would be available on November 2.
