The ENCJ is a non-profit organization that brings together institutions representing the judicial systems of EU Member States that are independent of the legislature and the executive branch. The ENCJ was established to promote cooperation among the Judicial Councils of EU Member States, the exchange of experiences, and the analysis of shared information.

The Executive Board consists of its President and 7 Member Institutions elected by the General Assembly for a two-year term.
