Chairs of Senate’s departments Anita Kovaļevska, Normunds Salenieks, Anita Poļakova and Senators Līvija Slica, Inese Grauda and Irīna Jansone gained valuable insight into the work of the European Court of Human Rights and learned the Court's current practice in assessing the admissibility of applications, hearing cases and drafting rulings.

During the visit, the Senate’s delegation met with the Judge of the European Court of Human Rights from Latvia, Arturs Kučs, the Vice-President of the Court, Ivana Jelić, the Judge of the European Court of Human Rights from Estonia, Peeter Roosma, and with lawyers working at the Registry of the Court, in order to discuss the issues relevant to senators working at the cassation court and to exchange experience.

The meeting with Arturs Kučs provided an insight into the aspects of a judge's work at the European Court of Human Rights and discussed the procedural issues of court proceedings.

Judge Peeter Roosma presented the statistics of the European Court of Human Rights cases concerning Estonia, as well as the main findings in the cases.

The lawyers of the Registry, Lāsma Liede, Juris Rudevskis, Andris Pumpišs and Indra Zusāne, gave an overview of the allocation of cases according to the priority policy and the designation of cases as significant cases. The discussions focused on the case-law of the European Court of Human Rights with regard to reasoning of court rulings, i.e. the Court should provide concrete and direct answers to arguments of parties, which have a decisive influence on an outcome of proceedings.

Experience exchange visits to the European Court of Human Rights by Supreme Court senators and staff take place every year. This is an opportunity for direct judicial dialogue, which promotes cooperation, a common understanding of human rights issues and also a more efficient organisation of the case-flow management.
