The Supreme Court is an independent public institution, and finances to provide its operation are allocated from state budget.
The Administration of the Supreme Court was founded in January 2005, to manage organisational and financial activities of the Supreme Court.
The Head of the Administration is hired and dismissed by the Chief Justice of the Supreme Court.
Since 2008, Sandra Lapiņa has been the Head of the Administration of the Supreme Court.
Pursuant to Section 501 of the law “On Judicial Power”, the Administration of the Supreme Court shall:
- perform financial management;
- take care of materials and technical facilities;
- deal with record keeping;
- organize staff management and training;
- ensure communication with society;
- carry out international co-operation
Structure of the Administration
The Administration of the Supreme Court consists of four divisions and the Chancery of the Supreme Court.
The legal adviser of Administration works under the direct supervision of the Head of the Administration.
Division of Human Resources
- Develops and implements uniform personnel management policy in the court; provides personnel continuing education; promotes personnel motivation and loyalty; organises personnel documentation and provides internal control of work environment.
The Head of the Division is Gunita Auziņa.
Division of Communication
- Develops and implements uniform court communication strategy; provides internal and external communication; organises international cooperation and maintains and develops uniform court corporate style. The Division also maintains and improves the museum of the Supreme Court.
The Head of the Division is Rasma Zvejniece.
Division of Information Technologies
- Develops and implements court information technologies and information systems development plan and provides their maintenance; develops security of court information system; provides technical support to users of court information systems.
The Head of the Division is Pāvels Veļeckis.
Division of Finance
- Provides management and control of finance; develops and implements accountancy keeping and organisation system; organises accountancy; manages economic and technical means; organises economic activity in correspondence with finance allocated from state budget.
The Head of the Division is Uldis Čuma-Zvirbulis.
Chancery of the Supreme Court ensures uniform record keeping in Departments of the Supreme Court.
Functions of the Chancery are as follows:
- it organises and ensures circulation of case files and documents related to proceedings, which have been received in the Supreme Court – it registers court cases, examines received documents, prepares case files for review, sends notifications, processes and sends court cases after adjudication thereof, supervises observation of terms of execution of correspondence documents;
- it provides recording of minutes of court hearings;
- within its competence, the Chancery provides responses to applications and requests submitted;
- it provides supply of unclassified information and that of limited accessibility;
- in the Chancery participants of cases may get acquainted with case files, and students – with rulings of the Supreme Court necessary for studies;
- it prepares and transfers cases, copies of rulings and other documents related to court cases to court archives to be stored
The Head of the Chancery is Elīna Majore.
Budget and personnel of the Supreme Court
Finances to provide operation of the Supreme Court are allocated from state budget and the court gives its reports on expenditures of these means to the Ministry of Finance, to the Treasury and to the State Audit Office.
The budget of the Supreme Court for 2021 is EUR 6,749,474.
At the beginning of 2021, 38 judges and 112 employees worked in the Supreme Court.
