As part of a project initiated by the Data State Inspectorate, the first commentary book on the General Data Protection Regulation (GDPR) has been prepared in the Latvian language.
The team of authors, under the scientific editorship of Associate Professor, Senator Jānis Pleps and data protection expert Māris Ruķers, has prepared this book not only to clarify the substance of the provisions of the GDPR and to facilitate their application and observance in everyday and professional practice, but also to contribute to the development of legal thought in the field of the protection of individuals’ fundamental rights and freedoms within Latvian legal scholarship and practice.
The authors of the book are employees of the State Data Inspectorate, data protection specialists and researchers, as well as university lecturers. The team of authors also includes Viktorija Soņeca, a legal research counsel to the Senate’s Department of Civil Cases, who has provided a commentary on data processing for scientific or research purposes.
The commentaries included in the book are based on existing academic findings, guidelines from supervisory authorities, national and European Union case-law, and practical examples. The used documents of the Latvian, EU and Member State data protection authorities are compiled separately.
The book will be useful for lawyers working in the public and private sectors, data protection specialists and economic operators, as well as judges and other law enforcement officials and employees, representatives of the academic field and students.

The General Data Protection Regulation is the most important piece of legislation in the European Union’s personal data protection framework. The Regulation has been applicable in the EU since May 25, 2018. It forms part of the legal systems of all Member States, applies to both public and judicial authorities, and establishes rights and obligations that can be directly invoked by individuals and legal entities. The Regulation affects virtually all sectors, and its impact extends beyond the borders of the EU.
