One may submit procedural documents to the court both in paper and electronic form. Legal provision to file copies of a procedural document in accordance with number of parties to proceedings equally refers to procedural documents filed in paper and electronic form.
Exception from this requirement refers to procedural documents delivered to institutions. To save financial resources and preserve natural resources, and observing Section 114.1 of the Administrative Procedure Law, the Department of Administrative Cases delivers procedural documents to the institutions in electronic form. Thus, other parties to proceedings do not need to provide copies of submitted procedural documents in paper form for delivery to institutions.
However, the Department of Administrative Cases of the Supreme Court may send procedural documents in electronic form to individuals (natural persons, legal persons in field of private law, or associations of such persons), only if respective individual uses electronic correspondence in communication with the Supreme Court. There were quite few such cases until now. In other cases, copies of procedural documents received in the court, inter alia, documents received electronically, will be sent to individuals in paper form, and the submitter of the procedural document must provide necessary number of copies of the document in paper form.
The party to proceedings may file copies of procedural documents in paper form in person or to ask the court to prepare derivation thereof, having paid costs related to preparation of derivations of documents in accordance with Regulations of Cabinet of Ministers No. 96 of 19 February 2013 “Paid Services Provided by Courts and Amount of Payment Thereof” Costs related to preparation of derivations of procedural documents are to be paid by bank transfer to the account of the Supreme Court, indicating case number and purpose:

Non-provision of necessary copies of procedural documents serves as a ground for leaving of respective document without progress.
